NOTICE OF RACE
1 RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2005–2008 (RRS) and the current US SAILING Championship Conditions for the U.S.Men’s Sailing Championship and its Eliminations, to be referred to as the Championship Conditions ( www.ussailing.org/championships/adult/usmsc ) .
1.2 J24 Class Rules will be used but shall be modified as specified in the Sailing Instructions.
Class rules requiring class membership do not apply. The class weight limit does apply. Number of crew will be four (including the helmsman)
Headsails will meet the requirements of the Championship Conditions and Organizing Authority.
Boats are not required to display a country code on their sails under Appendix G.
Certain adjustments to rigging by competitors will be prohibited.
All changes will appear in full in the Sailing Instructions.
2 ADVERTISING
2.1 Advertising will be restricted to Category A.
3 ELIGIBILITY AND ENTRY
3.1 The yacht to be used will be the J24. Boats will be provided by the Rio Grande Sailing Club and the Paseo del Rio J24 Fleet 141. Restrictions on equipment and upon modifications and adjustments to boats will be as specified in the Sailing Instructions.
3.2 Crew.
3.2.1 Number of crew shall be four (4) including the skipper, and shall be consistent with the Championship Conditions.
3.2.2 The helmsman shall be male.
3.2.3 All competitors, including alternates must be
Men or women who have reached the age of 18 or over in the calendar year 2008;
Members of US Sailing;
Members of a yachting or sailing organization that is a member of the Sailing Association of Intermountain Lakes (SAIL) or located within the SAIL area and affiliated with SAIL or directly with US SAILING.
3.2.4 Members of a team do not have to be members of the same sailing organization.
3.3Eligible teams may enter by paying the registration fee and damage deposit and completing and signing the registration form and waiver.
Entries will be accepted beginning February 1, 2008.
Entries must be postmarked by Friday, March 14, 2008, or may be hand-delivered to the event organizer by Saturday, March 15, 2008.

3.4 In the event that the number of registrations exceeds the number of boats available, the organizing authority reserves the right to, at its option, restrict the number of entries to one per sailing organization, cut off registration after the number of completed registrations equals the number of boats available, or adjust the race format to accommodate the number of teams registered.
3.5 By participating in this Regatta, a competitor grants to the organizing authority and its sponsors the right in perpetuity to make, use and show, from time to time at their discretion, any photographs, sound recordings, motion pictures and live, taped or filmed television and other reproductions of him or her, or of his or her vessel and crew, during the period of the competition without compensation.
3.6 Each skipper participating in this SAIL Mallory Cup Quarterfinals is responsible for the safety of his or her crew and the safe operation of all borrowed boats, and is responsible for maintaining the boats in good condition.
4 FEES
4.1 Required entry fees are $400 per team.
4.2 Damage deposit is $300 per team.
4.3 There will be no additional charge made for borrowed boat insurance; it is included within the cost of entry.
4.4 Housing for registered competitors, the Friday evening reception, Saturday dinner, and box lunches on Saturday and Sunday are included in the cost of entry.
4.5 Optional fees will be determined for items such as additional t-shirts; meals for spouses, guests, or family members; or for any items beyond those that are included in the basic registration.
4.6 No entry fees will be refunded unless a replacement team is provided that meets all entry and eligibility requirements.
5 SCHEDULE
Dates and times of racing, and number of races, and times of last starts will be as specified in the Sailing Instructions. The anticipated schedule is shown below.
Friday, May 2, 1200 to 1600: Registration, check-in, inventory, and practice.
Location: Designated site in the vicinity of the Rock Canyon Marina at Elephant Butte Lake State Park
Friday, May 2, 1800: Competitors’ meeting and reception.
Saturday, May 3, 0900: First warning signal, subject to conditions.
Saturday, May 3, 1900: Regatta dinner.
Sunday, May 4, 0900: First warning signal; subject to conditions.
Sunday, May 4, 1500: No warning signal will be made later than 1500 on the final day of racing. The award ceremony will follow shortly after the final race.
6 HOUSING
Housing will be provided to competitors, with priority for out-of-local-area competitors. Therefore, competitors who wish to receive housing should make their needs known as soon as possible. The Rio Grande Sailing Club will attempt to arrange suitable lodging for all competitors. For those who prefer to make their own arrangements, the RGSC will also provide information on local commercial lodgings and camping options.
7 SAILING INSTRUCTIONS
The Sailing Instructions will be available by 12:00 noon on Friday, May 2, 2008, at the registration site. The race committee may, at its option, make the sailing instructions available at an earlier date.
8 NUMBER AND FORMAT OF RACES
8.1 The Mallory Cup quarterfinals for SAIL will be conducted as fleet races with a round-robin rotation of boats, consistent with the Championship Conditions. If feasible, each team will race each available boat one time (or the same number of times for each boat if more than one round is completed). This may be altered for reasons of safety or logistics.
8.2 The planned number of races will be determined by the final number of entries according to the Conditions.
8.3 Three completed races will constitute a regatta.
9 VENUE
9.1 The venue is Elephant Butte Lake, located at Elephant Butte Lake State Park in southern New Mexico. Attachment A to the Sailing Instructions shows the racing area.
10 THE COURSES
The courses to be sailed will be windward leeward courses. Further details will be provided in the Sailing Instructions.
11 RESTRICTIONS
11.1 Electronics. Skippers and crew may not use a radio or mobile telephone (cell phone) or other electronic device to receive assistance not freely available to all yachts. A VHF radio may be used to receive information from the race committee or for safety-related and distress communications, but may not be used in a manner that interferes with regatta operations or safety.
12 SCORING
Three (3) races are required to be completed to constitute a regatta.
Appendix A2 is modified such that all completed races will be scored for this event.
As noted in the Championship Conditions, if a tie cannot be otherwise resolved, a sail-off may be utilized to break any ties.
13 APPEALS
The right of appeal is denied under rule 70.4. In order to allow for timely qualification of yachts for the Area F Mallory Cup semi-finals, there shall be no appeal from the decisions of the protest committee.
14 SAFETY
14.1 Competitors in this event shall wear a U.S. Coast Guard (USCG) approved personal flotation device (PFD), with whistle attached, while on the water, other than for brief periods while adding or removing clothing or when on a boat that is secured in a marina or dock.
14.2 A boat retiring from a race shall notify a race committee member before leaving the course, or if not possible, then notify the regatta office immediately after arrival ashore.
14.3 All participating yachts, skippers, and crews are required to follow Federal, State, and local safety regulations.
14.4 The Race Committee or Organizing Authority, at its discretion, may protest, or refer to law enforcement authorities, any vessel that is operated in an unsafe or illegal manner or in violation of rules pertaining to safety.
14.5 Safety Education. Any skipper born on or after January 1, 1989, is responsible for meeting New Mexico safe boating education requirements prior to the regatta.
15 PROHIBITED SUBSTANCES
No competitor shall use any illegal or controlled substances that are prohibited by the RRS, ISAF, or local, state, or federal law.
16 PRIZES
Prizes will be given during the award ceremony on Sunday, May 4, 2008.
Awards will be provided to each member of the top three teams. However, this number may be adjusted if fewer than four or more than six yachts enter the quarterfinals.
A Shipshape Award will be presented to the team with the greatest number of points for neatness and general shipshape condition of the borrowed boats.
Additional awards may be given at the option of the host club and organizing authority.
The first-place team shall have its entry fee paid for the Area F Mallory Cup Semi-finals.
If a sufficient number of teams enter, as determined by the organizing authority, the second-place team shall also have its entry fee paid for the Area F Mallory Cup Semi-finals.
17 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
Neither the establishment of the Notice of Race and Sailing Instructions, nor their use by the Organizing Authority, Race Organizers, or Race Committee, in any way limits the absolute responsibility of the skipper/driver.
Crew members are advised to satisfy themselves as to the experience of the skipper and to familiarize themselves with all safety and insurance arrangements.
Each skipper is responsible for the safety of any yacht operated by him or her and for all aspects of the yacht’s operation. The skipper shall ensure that the skipper and crew have sufficient experience and are physically fit to face all conditions.
18 INSURANCE
It will be the responsibility of the organizing authority to ensure that boats used by competitors are covered by borrowed boat insurance.
It is the responsibility of the competitors to operate boats in a safe and seamanlike manner, and to provide a damage deposit, which will be refunded if boats are returned in good order.
